Comptroller's Name: David McCoy
Comptroller Biography: David T. McCoy has
served as State Controller since September of 2008. A graduate
of the University of Georgia as well as the University of North
Carolina School of Law and University of North Carolina School
of Public Health, Mr. McCoy was also on the faculty and staff
of the University of North Carolina upon graduating; he
continues to serve as an adjunct assistant professor.
Responsibilities: The Office of the State
Controller (OSC) is responsible for state fiscal services and
supports state agencies in following fiscal regulations and
accounting procedures. The OSC controls disbursements of cash,
develops state financial reports, administers payroll and tax
accounting for state employees, oversees the Foreign Nationals
Program as well as the Overpayment and Recovery Audit Program,
and offers consulting and training in financial matters to
various state agencies.
