Comptroller Biography: Russ K. Saito, a graduate of Central Michigan University and the University of Hawaii, has served as Comptroller since 2003. Previously, he served as Engineering Manager for both GTE Hawaiian Telephone and Verizon.

Responsibilities: The State Comptroller and the Department of General Services and Accounting oversee a variety of state programs, including state accounting procedures and audits, land surveys, state motor pool and parking, personnel, engineering and architectural services, and risk management.
